Date: February 23, 2026 Description: Under limited supervision,
manages, coordinates and directs the field operations and
administrative activities of the City of Logan Street/Storm Water
Maintenance Division. Qualifications: Bachelor's degree in
Engineering, Construction Management, or closely related area AND
experience equivalent to six (6) years full-time field operations
work, at least two (2) years of which involved supervisory,
managerial, or administrative responsibilities OR High School
Diploma AND an equivalent combination of education and experience.
Experience can include any type of related field operations, with
Streets experience preferred. Professional Engineer (PE)license not
required but applicable. Must possess or be able to obtain a
Forklift Operator Certificate and a valid Utah Commercial Driver's
License (CDL) at a level appropriate to the equipment operated
including Tanker and Combination Endorsements. May require various
Equipment Operations Certificates. Responsibilities: Consults with
contractors, engineers, and others to schedule/coordinate major
projects, determines appropriate maintenance activities based on
City needs, and resolves questions/problems regarding street and
storm water maintenance and repair; develops and monitors a budget
for the total operation and maintenance of the road system, surface
drainage system, storm sewer system, sidewalk system, and curb and
gutter system; inspects new projects and completed maintenance
work; Develops, monitors, schedules and directs work performed by
division personnel; Reviews plans and designs for subdivisions,
commercial and industrial developments to assure city standards are
met for street design, storm water management, traffic management,
and access controls. Other field operations are included in the
above list of responsibilities. Coordinates with other departments
within the City to develop programs and projects for the benefit of
the community; assists in the development of specifications for
materials, equipment, projects and codes used in maintenance,
construction and development of the City of Logan street system and
follow-up with purchases and implementation of these
specifications; helps develop and execute Capital Improvement for
most efficient use of resources available; research equipment and
materials to be used on the street system and other City
infrastructure; hires, fires, and evaluates employee performance;
Assesses training needs, develops training programs, and conducts
training as necessary. Exercises considerable initiative and
independent judgement in resolving operational problems and policy
matters that may arise; answers questions and provides information
to the public; investigates complaints and recommends corrective
action as necessary to resolve complaints; inspects and approves
street maintenance work and activities in areas such as city
projects, development sites, contractor street construction and
maintenance activities; identifies training needs; Coordinates with
other government agencies, including but not limited to FHWA, UDOT,
Cache County, neighboring cities, citizens groups, irrigation
companies developers, and private citizens to resolve problems and
coordinate work plans. Knowledge, Skills, and Abilities: Knowledge
in the methods of asphalt and concrete maintenance and repair
practices and procedures such as patching, sealing, seal coats and
overlaying. Knowledge of Portland cement concrete construction,
maintenance and repair practices and procedures. Knowledge of the
uses and capabilities of various street maintenance related
equipment. Knowledge of budget preparation and projection
procedures. Knowledge of the principles and practices of employee
supervision and training. Knowledge of OSHA safety standards.
Knowledge of traffic control and work zone standards including but
not limited to the Utah MUTCD. Skill in coordinating and scheduling
in-house and contracted field operation activities. Skill in
reviewing work priorities, project schedules, and current work
activities to ensure compliance with department standards,
objectives, and policies. Skill in supervising and training
subordinate personnel in all aspects of street maintenance and
related work. Skill in establishing and maintaining effective
working relationships with upper management, contractors,
co-workers and the general public. Skill in understanding and
following engineered drawings and plans, including Master Plans for
Transportation and Storm Water systems. Skill in operating and
using a personal computer, including software such as Microsoft
Word Microsoft Excel, Microsoft PowerPoint, GIS, Internet browsers,
Pavement management systems, Work Order tracking, Asset Management
systems, or equivalent programs. Skill in communicating clearly and
concisely, both orally and in writing. Ability to inspire other
through leadership and hard work. Demonstrate characteristics of
honesty and integrity through example to those you manage and work
